Facing Headwinds: IFSWF-OPSWF Climate Change Report 2024

In 2025, the International Forum of Sovereign Wealth Funds (IFSWF) and the One Planet Sovereign Wealth Fund Network (OPSWF) have published their fifth annual survey exploring how sovereign wealth funds view and address climate change.

The report draws on a survey and interviews with a third of the world’s sovereign wealth funds. It provides the only comprehensive account of how these investors understand how climate change will affect their long-term returns and what they are doing to mitigate their impact on the planet.

The main findings of the report are:

  • Recent geopolitical developments have created uncertainty for global investors. Still, the response from sovereign wealth funds sampled in the 2024 IFSWF-OPSWF Climate Change Survey is clear: They believe that energy-forward investing is not just about sustainability—it can increasingly be a driver of superior financial performance: 74% believe that mitigating climate change is essential for managing financial exposure, while 69% view climate-conscious investing as improving long-term returns.

  • Sovereign wealth funds continue to integrate climate considerations into their investment strategies. 75% of sovereign wealth fund respondents now consider climate factors in their investment decisions to reduce risk, up from 62% in 2023.

  • Sovereign wealth funds are focusing on four primary investment themes that will shape tomorrow’s economy: Generating cleaner energy, distributing energy efficiently, optimising resource use, and managing physical and transition risks.
